Three-day KHADC autumn session begins

Village Administration Bill tabled

SHILLONG: The much-awaited Khasi Hills Autonomous District (Village Administration) Bill, 2013 was tabled in the House on the first day of the three-day Autumn Session of the Khasi Hills Autonomous District Council (KHADC) on Tuesday.

Before tabling the Bill, Executive Member (EM) in charge Elaka Lamphrang Blah read out the report of the Select Committee which was constituted by the Executive Committee (EC) on June 18 last to examine the Bill.

The sole objective of formulating this Bill is to protect and empower the traditional institutions especially the Dorbar Shnong in conformity with the prevailing traditional system and custom of the Khasi.

Once the Bill is passed, the Dorbar Shnong would also be empowered to legislate, adjudicate and regulate the social, cultural and economic development of their society through a participatory manner which is sensitive to the past, present and future.

Meanwhile, Blah also tabled Khasi Hills Autonomous District (Appointment and Succession of Syiem, Deputy Syiem, Electors and Rangbah Shnong of Mylliem Syiemship) (Second Amendment) Bill, 2012.

Meanwhile, the debate on these important bills would take place on the last day of the Session (November 4).

Earlier, the KHADC EM in-charge Elaka also tabled the report of the Executive Committee in matter of election to Sirdar Mynteng (Mynteng Sirdarship) and Syiem of Mawsynram (Mawsynram Syiemship).

Obituary references: The KHADC on Tuesday paid rich tributes to its former d away recently.

Ryntathiang, who expired on September 29, was the member of the KHADC from 2009 representing Mawthengkut constituency until his sudden demise.

Moksha, who passed away on July 25 last, was a member of the Council from 1967 to 1972 representing erstwhile Umsning constituency.

While participating in the customary obituary reference, the KHADC CEM said the sudden demise of these two great leaders was a great loss to the State.

“As members of this august House, both of them had contributed a lot towards the welfare and interest of this Council,” Syiem said.

Meanwhile, UDP legislator Tistosstarwell Chyne said that the main thing which he likes about Ryntathiang was his simplicity.

While recalling his association with the late MDC, Chyne said that the demise of the former MDC was a great loss for the people of Mawthengkut constituency.

Others who participated in the obituary reference include Deputy CEM Remington Pyngrope, Executive Member in charge Antonio War, Executive Member (EM) in charge Law and Legal Matters Irin Lyngdoh, EM in charge Taxation Mylliem MDC Grace Mary Kharpuri, Mylliem MDC Teilinia Thangkhiew among others.
