‘Appointments to be approved only through MPSC or DSC’

SHILLONG: Taking strong cognizance of the reports that certain appointing authorities and offices under the State Government were resorting to appointments on ad hoc basis or temporary appointments to various posts without going through the specified procedure, Commissioner and Secretary, Personnel department, L. Diengdoh, has directed that all appointing authorities and offices should intimate the MPSC/ DSC of the vacancies that are anticipated or available in their respective offices and establishments from time to time.

In a circular issued here on Wednesday, the official said that all appointments made without observing the specified recruitment procedure of obtaining recommendation either by MPSC/ DSC or departmental selection committee would be deemed to be irregular appointments.

According to the circular, appointments on ad hoc basis appointments also create complication and this has put the Government in an awkward position since recommendation of names for recruitment to various posts are made by the MPSC or DSC as per the procedures and Rules framed by Government from time to time, and appointment is also made according to the State Reservation Policy.

However, the directive will not apply to appointment under Regulation 3(f) where prior approval of the Cabinet is obtained.

“Any instances of lapses by any Department or offices will be seriously viewed by the Government,” the circular added.
