CM’s absence deferred July 15 meeting

SHILLONG: The State Security Commission, which could have provided valuable contributions to the State Government in addressing the current law and order concerns in Garo Hills, has not met for almost a year thanks to the prolonged absence of Chief Minister from state capital.

The last meeting of the Security Commission was held on June 24, 2013 only to select the new DGP.

A member of the Commission said on Tuesday that a meeting was convened on July 15, but due to the absence of the Chief Minister, the meeting was postponed and the next date is yet to be fixed by the Chief Minister

According to the member, considering the worsening law and order situation in Garo Hills, some mechanism should have been adopted and suggested by the Commission to address the issue if regular meetings were held.

Home Minister Roshan Warjri is not able to take any decision as far as the meeting of the Commission is concerned as a directive should come from the Chief Minister.

In the absence of regular meeting to discuss the security related issues concerning the state, the Security Commission, has remained just a recommendatory body to select the names for the appointment of Meghalaya DGP.

However, the mandate of the Commission framed as per the Meghalaya Police Act,2010 is “to frame broad policy guidelines for promoting efficient, effective, responsive, accountable, impartial, honest, professional and citizen-friendly policing, in accordance with the law.”

The Security panel which was constituted n August 2011 has the Chief Minister as Chairman, Home Minister as Deputy Chairperson, and Leader of Opposition, Chief Secretary as members.

The two independent members are senior advocate VGK Kynta and former Chief Secretary PJ Bazely.
