SHILLONG: The Opposit-ion has stressed on framing of separate building by-laws by the KHADC.
The issue was raised on the second day of the two-day session of the council on Wednesday.
Laitumkhrah Congress MDC Antonio War urged the Executive Committee to enact a separate building bye laws which will be applicable within the jurisdiction of KHADC.
“There is an urgency for the council to formulate its own building bye-laws since it has always been reported that the people face various hurdles while applying for the building permission from MUDA,” War said during the Question Hour .
According to him, the procedure for applying building permission is too lengthy and complex.
“I am told that people cannot go and stay in their own houses even after the completion without getting the occupancy certificate from MUDA,” War said.
While the applicability of the MUDA bye-laws should be restricted within the municipal areas, he said that MUDA has been encroaching even in localities like Laitumkhrah, Jaiaw and Mawkhar by asking people to apply for building permission from MUDA.
“People from these localities are also complaining about the harassment they face while applying for the building permission with MUDA,” the Laitumkhrah Congress MDC said.
“The council would also be able to generate revenue through this initiative,” War said.
In reply, KHADC CEM Adelbert Nongrum said that the Executive Committee will examine whether the council can enact its own building bye-laws.
Election of Dy Chairman: The Congress-led Opposition in the KHADC has lambasted the Executive Committee (EC) for failing to hold the election for the Deputy Chairman’s post during the two-day winter session of the council, which came to an end on Wednesday. “We expected that the EC would notify the date for election of a new Deputy CEM in the current session. But surprisingly, it did not happen,” Opposition leader and Congress MDC Pynshngaiñ N Syiem said while participating in the discussion on the Zero Hour Notice.
“We demand that the election of the Deputy Chairman should be notified at the earliest,” Syiem said.
In reply, KHADC CEM Adelbert Nongrum said that he did not see any urgency to elect a new Deputy Chairman.
“This is not the first time that post of Deputy Chairman has been lying vacant. The post was vacant for two years from 1984 till 1986,” Nongrum said.
