Aadhaar number not mandatory for Meghalaya consumers

SHILLONG: Along with the rest of the country, the East Khasi Hills District Administration will start the DBTL (Direct Benefit Transfer of LPG) from January 1, 2015.

Presently, consumers are given LPG refills at the subsidised rate through distributors. But once the scheme is put into effect, consumers have to buy LPG refills at the normal/market rate and the amount given as subsidy will be transferred to the consumers’ bank accounts.

The DBTL scheme was first launched in June 1, 2013 and finally covered 291 districts.

It required the consumer to mandatorily have an Aadhaar number for availing LPG subsidy. The government has comprehensively reviewed the scheme and after examining the difficulties faced by the consumers substantively modified the scheme prior to launch.

The modified (DBTL) scheme was launched in 54 districts of the country on November 15 this year in the first Phase and it will be launched in the rest of the country on January 1, 2015.

In Meghalaya’s case possession of Aadhaar number is not compulsory to avail the modified DBTL, said East Khasi Hills Deputy Commissioner Sanjay Goyal on Wednesday.

He informed that the customers need to give their bank account details to LPG distributor in Form 4 and that these forms are available free of cost with the respective LPG distributors. The name on the LPG card and the name of the bank account bearer should be the same.

“In case of name mismatch, the LPG card holder will have to bear the expenses of changing the name at the gas agency to match the bank account name along with all relevant documents,” he said.

He said that the bank account should be in the nationalized bank only and forms having bank details provided with IFS code only will be accepted for entry by the agencies. “If a card holder does not possess an account, then an account in one of the nationalised banks is to be opened and submitted in Form-4 provided at the gas agency,” he said.

The list of IFS Code would be pasted at the gas agency for easy use by the consumers. The Consumer should choose the correct IFS Code for the branch.

The 17-digit LPG ID required for Form 4 will be provided by the gas agencies.

LPG consumers who join the scheme will get a onetime permanent advance as notified, as soon as they book a cylinder after joining the scheme.

All consumers who join the scheme till 1.1.2015 will start getting LPG cylinders at market price and cash credit in their bank accounts.

Those consumers who have access to internet facilities can do it on line. They need to visit www.indane.co.in and do one time registration by giving their connection details. After that they can login with their Id and can update their bank details online in the MyLPG section. They can also update it directly by visitingwww.MyLPG.in

Between January 1, 2015 and March 31,2015 (three months), any LPG consumer who does not join the scheme will continue to get the cylinder at subsidized price as they are getting it at present.

Between April 1,2015 and June 30, 2015 (three months), those LPG consumers who still do not join the scheme will start getting the cylinder at market price and cash admissible will be parked with the OMCs. If they join the scheme within this 3-month period, the parked cash would be sent to their bank account, else it will lapse.

He said that the consumers who had joined the scheme earlier and had received cash subsidy in their bank accounts do not need to do anything further. To confirm this, they should check their CTC (cash transfer compliant) status onwww.MyLPG.in.

A permanent advance is paid in the bank account of consumers as soon as they make the first booking for a cylinder after joining the scheme, prior to the delivery. This advance ensures that LPG consumers have extra cash to pay for the first LPG cylinder at market price. The permanent advance shall be notified for the consumers now joining the scheme separately.
