Allegations of arson, destruction of vital State documents

SHILLONG: In a major allegation, the CSWO has claimed that a temporary typist in the Governor’s Office, NK Arjun is responsible for the burning down of the Governor’s secretary’s office and quarters in March 2003 thereby destroying all important documents relating to transfer of staff from the government departments to the Governor’s housekeeping to office staff and to facilitate “dubious promotions” without following the due procedures of the government and also helping in the destruction of all gazettes related to State.
The FIR also mentioned the name of a recently retired  Deputy Secretary of the Governor’s Secretariat, KG Choudhury who claims pension from the State Exchequer but was allegedly never an employee of the State of Meghalaya and was never promoted according to the rules and procedures of the State.
The CSWO alleged that Choudhury has also been instrumental in furthering the dubious plans to  mislead   the people of the State along with N K Arjun, some politicians, legal experts and bureaucrats of Meghalaya.
According to the CSWO, Arjun who has been working in the Governor’s Office, claimed to be the Under Secretary and Deputy Secretary of the Government of Meghalaya and also fraudulently used official status and emblems of the State.
She also alleged the duo were involved in tampering with many government Acts
“Many of the Acts have been tampered with. One such Act is the ‘Meghalaya Transfer of Land Regulation Act 1971’ which has been replaced,” the CSWO claimed.
The CSWO added that according to the gazette provided by the Government’s Law Department the document mentions “the following Act of the Meghalaya Legislative Assembly which received the assent of the Governor is hereby published for general information.”
“The word Governor was cut and the word President was written by hand. This is not the proper procedure for publishing gazettes when there are people in the Government press employed as Proof Readers. This is clear that the original Act was tampered as even the Government Press has the whole volume of 1972 Gazettes missing, yet no action is taken by them for the missing Gazettes when these are permanent documents and should not go missing,” Kharshiing alleged adding that this is clear that in addition to the tampering of the Act there are clear intentions with help of these two by some, to grab land of Indigenous people which is mainly Community land.
“It is also evident that there are two “Act 1″ of 1972. One is the Meghalaya Appropriation (Vote on Account) Act, 1972, (Act 1 of 1972). The other is the Meghalaya Transfer of Land (Regulation) Act, 1971 (Act 1 of 1972),” she said.
The CSWO president said that this is a Constitutional fraud against the indigenous people of the State.
