Bring back Bill to House, CEM after ‘missing’ Oct 1 deadline

SHILLONG: With the state government missing the October 1 deadline to implement the dual-post Bill as it failed to get the State Governor’s assent on time, the Chief Executive Member of KHADC and Congress legislator P N Syiem on Thursday said that the Bill now should be brought back to the Assembly for its proper commencement.
The House passed the Prevention of Disqualification (Members of the Legislative Assembly of Meghalaya Bill on September 24 by stating that it will come into force “on and from 1st October, 2015”.
Speaking to reporters, Syiem said on Thursday that the members in the House were misled that the Bill will be effective from October 1 .But the reality is that it has not come into force pending the approval of the Governor, he said.
Syiem, who is yet to resign as MDC, said the commencement of the Bill needs urgent rectification which otherwise may lead to further legal complications.
While stating that he took the decision not to quit the post of MDC as his people had reposed faith on him.
The KHADC CEM also said that he was not against the Congress party, but was against the system “and style of functioning of the leadership”:
According to Syiem, the proposed Bill was never discussed in the CLP.
“The Bill was first cleared by the cabinet on September 22 and the next day it was introduced in the House. On September 24, it was passed”, Syiem said, adding that prior to the passing of the  Bill there was only a dinner of MUA-II on September and no discussion on the Bill took place.
