Encounter killings: NHRC makes Assam govt pay compensation

Guwahati: Government of Assam has paid Rs 45 lakh in total as monetary relief to the next of kin of victims of encounters in six cases as per direction of National Human Rights Commission (NHRC).
A source in the NHRC informed that in all these cases , the government of Assam could not convince the Commission in response to its notices that the encounters were genuine and the police had to open fire in self-defence.
Out of these, four cases were registered by the Commission in the year 2010 under case numbers 230/3/16/2010-ED, 223/3/3/2010-ED, 79/3/20/2010-ED and 127/3/24/09-10-ED. Two other cases were registered in the year 2011 under case numbers 241/3/15/2011-ED and 26/3/11/2011-ED.
According to police claims, all these encounters were with suspected extremists and were carried out by police either alone or in joint operations with security forces in different districts of Assam.
Case number 230/3/16/2010-ED related to the death of Javed Muchahari and Silvestine Borgayari in police firing in district of Sonitpur on September 18, 2010.
The next of kin of both the victims have been paid rupees five lakh each.
Case number 223/3/3/2010-ED related to the death of Robertson Bidar and Daful Sangma in police firing in Godhabill village, in district of Udalguri on January 10 , 2010.
The next of kin of both the victims have been paid rupees five lakh each. Case number 79/3/20/2010-ED related to the death of Babul Gogoi in police firing in Tinmileghat Poba  reserve forest in Dhemaji district on June 13, 2009.
The next of kin of the victim has been paid rupees five lakh. Case number 127/3/24/09-10-ED related to the death of Rajib Basumatary in police firing in Kamrup (Metropolitan) district on October 30 , 2009.
The next of kin of the victim has been paid rupees five lakh. Case number 241/3/15/2011-ED related to the death of Arup Boruah and Jintu Changmai in police firing in Sibasagar district on May 7, 2009. The next of kin of the victims have been paid rupees five lakh each. Case number 26/3/11/2011-ED related to the death of Nikudin Rabha in police firing in Kokrajhar district on the February 10, 2011. The next of kin of te victim has been paid Rs five lakh as compensation.
