Panel formed to improve work culture in KHADC

SHILLONG: In an effort to improve the work culture, thereby bringing about better governance with transparency in the day to day functioning of the KHADC, an administrative review and monitoring and evaluation committee was formed on Monday.
The administrative review and monitoring and evaluation committee is headed by KHADC CEM, P N Syiem.
While the joint secretary of the Council, Raphael Wanniang will be the member secretary of the committee, others who will form part of the committee include officers from KHADC.
“We have also decided to co-opt some retired IAS officers to streamline the administrative system in district council to ensure better work culture,” Syiem said. According to Syiem, there is also a need to ensure quick movement of files related to development schemes so that the allotted works can be completed in time.
“The proposed committee will suggest ways and means to address bottlenecks in the delivery system so as to shorten the time of completion of development works,” the CEM added.
Restriction on land acquisition
Meanwhile, the K HADC chief also said that the Council will restrict land acquisition by the state government within its jurisdiction by strictly implementing the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLAAR) which was passed by the Centre.
According to Syiem, the provisions of the Act indicate that the state government cannot carry out land acquisition without the nod of the Council.
Syiem said that the decision was taken since there was no proper verification of land owners who donated land for the expansion of Umroi airport thereby resulting in the present controversy.
