KHADC vote on account

SHILLONG: The Khasi Hills Autonomous District Council (KHADC) has proposed a vote on account of Rs 16,02,37,980 for various departments of the Council.
KHADC CEM P.N. Syiem said the proposed expenditure budget is to secure vote on account for the months of April-June and to allocate funds set aside as salaries for members of the Executive Committee and the staff, office of the Chairman, Judicial Officers and other employees of the Council’s court and other developmental works of the Council.
The list of allocations to departments includes General Administrative, Law, Revenue Budget & Finance, Enforcement and Scheme for Protection of Tribal Land & Interest among others.
The vote on account is for the period April 1-June 30 for the year 2015-16 while the full budget will be place in the month of June.
Syiem mentioned that the Executive Committee was unable to   come up with a full budget for the year 2015-16 as the revenue of the Council from its share of mines and minerals, shares on motor vehicle taxes among others  is yet to be release by the State government to the District Council.
Syiem said that the Executive Committee will find ways to pressure the State government to release the Council’s share.
In connection with the non-allocation of funds for the ADCs by the 14th Finance Commission as the District councils do not fall under the purview of Article 280, Syiem expressed satisfaction over the Central government’s sanction of Rs 267.4 crore to the three ADCs of the State from the Special Assistance of Central Plan Scheme.
Syiem mentioned that the construction of the building of the Council with an aim to branch out its developmental projects and the amount has already been sanctioned by the 13th Finance Commission apart from grants from the State government.
