Frankenstein accused of illegal withdrawal of relief fund

Misuse of utilization certificates and seal of legislator

SHILLONG: Former MLA, Frankenstein.W. Momin is under scanner for the alleged withdrawal of money from the relief fund by misusing the Utilization Certificates (UCs) with the use of seal stamp of sitting MLA Marthon Sangma to release his pending scheme money from the Block Development  Officer Resubelpara.
In a statement issued to the media on Sunday, the NCP legislator from Mendipathar Marthon Sangma alleged that this fraudulent act is illegal and amounts to impersonation, mischief and falls under 420 I.P.C and liable for persecution.
“The claim made by him (Momin) saying that the same procedure was followed by ex- MLA of Resubelpara is false as it was confirmed personally by me the day after the news in this regard   appeared in the media,” Sangma said.
Sangma added that he has no knowledge about the involvement of Bajengdoba ex- MLA John Manner Marak in this regard, as claimed by the former MLA, Momin.
“I in strongest term object to such misuse of power by Momin who is not authorized to use my official seal, which is extremely wrong and unacceptable.” He said.
Sangma accused the former Resubelpara MLA of misleading the locals by making false claims, saying that there was a government notification allowing him to withdraw the money, whereas there was no such order from the department or the authority concerned was released.
“It is worth mentioning that, in his case when B.G.Momin (ex-MLA) was defeated during 2008 poll by Momin, for the entire pending schemes he has issued UCs and accordingly the projects were implemented accordingly. All the records are available in the Block Development Officer Resubelpara for confirmation; as such his misuse of my office seal is an insult to the elected representative and cannot be tolerated.” Sangma added.
Pointing out the negligence and carelessness of B.D.O Resubelpara, Saljong Marak, Sangma said that even after receiving the government’s circular No.CDD. 32/2013 Dt. Shillong, March 21, 2013 by the Principal Secretary Government of Meghalaya Community & Rural Department, and being well aware of the fact that F.W.Momin was not an elected representative of the constituency, the officer still accepted the UCs issued by Momin and found it valid and has released the money.
“All these no doubt suggest deep rooted conspiracy by this duo to commit the crime intentionally together. Though I complained about this particular case to the then Deputy Commissioner W.L. Kyllep, no necessary tangible action was taken against the accused by him for the reasons best known to him”, Sangma said.
According to the legislator, since the matter is of serious nature, it requires a thorough inquiry and “ if we fail to take necessary action against such misadventures, I am afraid it will create precedence in near future and encourage others to follow suit. Hence I am contemplating to take necessary action in this regard to get proper justice so that such things do not get repeated in near future.”
