GST meet: ‘Healthy’ debate but talks inconclusive

SHILLONG: The state finance ministers will meet informally on November 20 after the fourth meeting of the GST Council on Friday remained inconclusive on the dual control issue as states objected to non-availability of updated data on assessees of service tax, excise and VAT, Taxation Minister Zenith Sangma said.
The Council will meet again on November 24-25 to sort out the dual control issue.
“The ministers will meet for an informal session on November 20 to discuss the issue further. The next GST Council meeting was postponed from November 9-10 to November 24-25,” Sangma told reporters here on Friday.
When asked about Friday’s meeting, he said, “It is a healthy discussion and a long one but in the process we tend to get a lot of enlightenment from the exchange of ideas. Since it is a crucial meeting, it is always necessary to have healthy debate that will culminate into taking healthy decisions, which will benefit all.”
Earlier, a conflict arose over various issues at the Council meet on the Goods and Services Tax (GST), which is in the final stage of implementation.
During the recent State Assembly, the Meghalaya Legislative Assembly ratified the GST Bill for implementation of the new tax regime by way of a resolution, but without any discussion.
On September 6, the State cabinet had approved the Constitution (122 amendment) (GST) Bill, 2014.
It was passed by both the Houses of Parliament and on Thursday, the President gave assent to it.
The State government does not see any revenue drop due to the implementation of GST.
