File on pro tem chairman still with Governor

SHILLONG: The State government is awaiting Governor V. Shanmuganathan’s approval for the appointment of the East Khasi Hills deputy commissioner as pro tem chairman of KHADC.
The government had sent the name of Deputy Commissioner PS Dkhar to the Governor on November 2 following the resignation of KHADC chairman Mansturdy Nongrem and the Council’s deputy chairman Donevan Wanlang on October 26.  District Council Affairs Minister Prestone Tynsong said on Tuesday that the file related to the matter is still with the Governor.
Earlier, legal experts had said the government’s move comes into conflict with the district council rules as instead of the Deputy Commissioner any member of the KHADC can be appointed by the Governor in the absence of chairman and deputy chairman to chair the House as per the rule 12(1).
