Rights panel files fresh case against MLA, 3 more FIRs

SHILLONG: There is more trouble in store for Mawhati legislator Julius Dorphang, who is accused of raping a 14-year-old girl, as one more FIR was registered on Friday in connection with another rape case involving the same minor girl. The FIR was filed by chairperson of the State Commission for Protection of Child Rights Meena Kharkongor.
Ri Bhoi SP G.D Kharwanlang said a case was registered after the FIR, which said Dorphang raped the girl somewhere in Ri Bhoi, was received. “We have registered the case and the investigation is on track,” the SP said.
Besides, Kharkongor filed three fresh FIRs to be taken up by East Khasi Hills police.
Earlier, the girl had told the child rights commission that Dorphang raped her in a guest house at Madanrting following which the commission filed the first FIR.
Elaborating on the trafficking case, SP City (Crime) Vivek Syiem told reporters that the police department has registered four cases in East Khasi Hills – three in Madanryting and one in Laitumkhrah
“The case in Laitumkhrah pertains to Dorphang and he is absconding and after we established adequate evidence against him, we launched a manhunt in several places, including his house here, Ri Bhoi district and Khanapara,” he said.
“Then we got information that he was outside the State. On Thursday, a special operation team along with the investigating officer went to Hatigaon in Guwahati and raided a four-storeyed building, which houses the ceasefire group where Anup Chetia (ex-ULFA leader) runs his office from.   But he was nowhere to be found,” he added.
Syiem said Shillong Police and their Guwahati City counterparts are trying to apprehend Dorphang.
Apart from the three cases, Kharkongor on Thursday filed four additional FIRs after examining the girl and one has been forwarded to Ri Bhoi.
The other three FIRs registered at Madanrting pertain to offences by different individuals and one in Ri Bhoi.
To a query, Syiem said the total number of cases registered is seven. While two FIRs were registered against Dorphang – one in Shillong and another in Ri Bhoi – the total number of arrests made is six.
