Supplementary complaint in MLA scheme spending

SHILLONG: Michael Pakyntein, a former supporter of UDP MLA Paul Lyngdoh, has filed a supplementary complaint with Chief Secretary cum Chief Vigilance Officer K.S Kropha against Syiem Enterprise for defalcation of over RS 70 lakh.
Pakyntein, in his complaint, said Syiem Enterprise’s name surfaced in the RTI filed by him and others.
According to the RTI reply, Rs 73,25,700 was paid to the company against an order for miscellaneous articles, including computer, chairs and gas burners, but nothing was supplied, Pakyntein said.
“After scrutiny of the cash memos of Syiem Enterprise, it was found that there were two mobile numbers on the memo, money receipts, bills and quotations. The numbers are 9863097030 and 9863097658.
“After verification of the same from the application True Caller, it was found out that one number is registered in the name of Olson Syiem and the other one in the name of Danny Syiem (9863097658),” he said. Pakyntein said while Olson is an employee at DIPR, Danny is a government-approved supplier.
However, DIPR has clarified that Olson is not an employee of the office as alleged by Pakyntein.
The FIR also stated, “The TIN No. 17030873088 as provided in the quotation upon verification from the Sales Tax office, Shillong, as well as on the office website is non-existent. It is therefore strongly suspected that it is a fake number used by Syiem Enterprise.”
Based on the RTI reply, Pakyntein had filed an FIR against Paul Lyngdoh, alleging misuse of MLA funds.In the fresh complaint, Pakyntein alleged that Olson’s name is on the voters’ list of North Shillong Assembly Constituency and cash memos, quotations, bills and receipts bore his signature. Pakyntein has urged the Chief Secretary to investigate into the matter.He added that necessary action has to be taken for cheating and defrauding the sum of Rs 73,25,700.
