SHILONG: The government is exploring ways and means to address the political situation in both KHADC and GHADC.
The District Council Affairs Department is in a dilemma over the sudden decision of the chairman of KHADC to take up the no-confidence motion against the CEM while the opposition with 12 members walked out.
As far as GHADC is concerned, despite recommending the withdrawal of administrator’s rule on June 15, the governor is yet to give nod to the proposal.
The governor returned the file related to the matter to the government posing a query whether Boston Marak, who is projected as the new CEM, can still hold the post of the chairman as he is yet to resign from the post.
Following this, the views sent to the governor by the government is that giving nod to the withdrawal of administrator’s rule and holding election to the post of CEM are two different things.
According to District Council Affairs Minister Prestone Tynsong, even if Boston does not resign as chairman, anyone from the 15 members of the majority group can become the next CEM. Moreover, it is logical that Boston will resign as chairman before filing nomination for the post of CEM.
With holiday till Monday, the governor may examine the matter only next week.
In KHADC, while the ruling PDF led by P.N Syiem survived the no-confidence motion on Thursday, the 12-member Opposition that moved the motion staged a walkout and sought the intervention of the government stating that proper procedure was not followed on the matter.
The 12 MDCs wrote to Tynsong on Friday narrating various ‘lapses’ of the chairman of the House. The views of the 12 MDCs of UDP-HSPDP and the Congress were that citing exigency, the chairman had asked them to initiate discussion on the no confidence motion without even giving 24 hours thereby violating the district council rules.
They also alleged that the budget was passed only with 13 members in the House.
Tynsong said he is consulting legal experts and will also call for the minutes of the KHADC session of June 22 before taking the next steps.

KHADC CEM P.N Syiem said before the session began on June 22, the chairman asked the opposition members to stand up and then he ruled that no-confidence motion was admitted and that it would be taken up after the question hour.
Syiem said after the question hour, when the chairman asked Teilinia Thangkhiew to move the motion, she did so, but the resistance was when she was asked to initiate the discussion.
According to Syiem, the opposition members found that they did not have the required numbers and hence staged the walkout.
Syiem said that the exigency clause as per the rule was used by the chairman to take up the non-confidence motion since the budget was to be passed by a majority Executive Committee.
“Everything is in order and we have the video recordings,” Syiem added.
He said though the session was to end on Friday, it was cut short after getting the nod of the House since there was no time for the preparation of the district council day function scheduled for June 27.
The CEM also expressed shock over 12 members of the opposition running to the District Council Affairs Minister instead of discussing the no-confidence motion.
