MUPSTA clarifies on D.El.Ed. programme

SHILLONG: The Meghalaya Upper Primary School Teachers Association (MUPSTA) has issued a clarification notice regarding the D.El.Ed. programme and qualifications of upper primary school teachers in accordance to the National Council of Teachers Education (NCTE) Norm and the Right to Education (RTE) Act 2009.
The association elucidated that teachers who were appointed before September 3, 2001, need not enroll themselves in the D.El.Ed programme, while the same is required for those appointed on or after September 3, 2001. They should also have passed class XII with 45 percent marks for SC/ ST and 50 percent marks for the General category, MUPSTA said.
Those who have acquired marks below 45 percent and 50 percent in class XII can also enroll themselves in the programme but they should appear for the class XII improvement exam failing which their D.El.Ed results will be withheld, they added.
The association also stated that those with graduation or Master Degrees should also enroll in the programme and must also have secured the required percentage of marks in class XII examinations otherwise they must re-appear for the improvement exam.
Regarding the teachers who have completed training in courses from Government Normal Training School (GNTS), Sohra/Tura, District Institute of Educational Training (DIET) or the Basic Training Centres (BTC), etc, registration and enrollment is not required. However, they should re-appear in the class XII improvement exam if they have not secured the required percentage in the HSSLC exam.
The association also stated that teachers, who are only matriculate, are not eligible for enrollment in the programme.
On the other hand, teachers with B.ed degrees are not required to enroll themselves in the programme but they should complete Special Training or Special Courses (Bridge Courses) for six months in the Centre or Institute recognized by the NCTE. They must also register themselves on the NIOS Portal after October 9, 2017.
MUPSTA added that the last date for online registration on the NIOS portal has been extended to September 30 and the admission fee is Rs 4555 for ST/SC category and Rs. 6000 for General category. Teachers who do not have degrees according to the NCTE Norm and RTE Act 2009 may be terminated after March 31, 2019.
