IO submits report on KHADC fund misappropriation

SHILLONG: The Inquiry Officer (IO) has submitted the report on the finding of investigation into the misappropriation of KHADC Council Fund by the forest officials to the Executive Committee (EC).

As for the action taken by the Executive Committee on the inquiry report, KHADC, CEM PN Syiem in a written reply informed that the matter is under consideration by the EC.

Asked to elaborate on the action taken by the Executive Committee in a supplementary question by HSPDP MDC Manstudy Nongrem, Syiem said as per a report received by the EC, the Chief Forest Officer (CFO) was found guilty of six charges. 

He informed that there were four other officers who were suspected to be involved but after enquiry, only the CFO was found to be involved in the misappropriation.

Replying to a query raised by NPP MDC HS Shylla on the misappropriated amount, Syiem said that the amount was Rs 34, 30,000.

“The Council has taken action against him as per the Service Rules,” he said adding that the District Council has written to him which stated that the EC is contemplating action under clause 3 (4) of Rule 4 of Chapter VI of the Khasi Hills Autonomous District Council Service Rule, 1951 as amended.

Again, as per Rule 6 (1) of the Khasi Hills Autonomous District Council Service Rule, 1951, the CFO has been given the opportunity to make representation to the disciplinary authority.

Traditional practitioners

The CEM, PN Syiem said that 37 traditional medicine practitioners had applied to be awarded as traditional doctors. Their application will have to be studied and examined by the Commission headed by People’s Democratic Front (PDF) MDC Banteidor Lyngdoh.

Laptops for MDCs

With regard to the distribution of laptops to MDCs and officers of the Council raised by Nongrem, the CEM said procurement of laptops by the KHADC was under process.

He said that a few of the officers of the KHADC will get laptops.
