Adelbert gives KHADC 1 month to change voting rule

SHILLONG: KHNAM legislator Adelbert Nongrum once again raised the issue of amendment to the Assam and Meghalaya Autonomous Districts (Constitution of District Councils), Rules, 1951, on Wednesday and questioned the KHADC Executive Committee about the delay in incorporating the change.
Nongrum, who is a member of the district council, moved a motion to discuss the inordinate delay. “A team of constitutional experts should be consulted and there should not be any more delays in this. One month will be enough and we will see the outcome,” he said. The MDC also recalled the time he broke down while speaking about the amendment to Rule 128 during the last council session held in October last year.
KHADC chief executive member PN Syiem in his reply said the provisions of the rule “are being studied in depth and the matter is being seriously looked into by the EC”.
In this connection, Nongrum said he did not want to be part of the committee to study the Rule 128 and instead the matter should be handed over to constitutional experts. Nongrum on numerous occasions has raised the issue of the amendment that seeks to prevent non-tribals from taking part in the district council elections.
