SHILLONG: The Dorbar Ki Khlieh Nongsynshar ka Ri Hynniewtrep lauded the move by Jaintia Hills Autonomous District Council chief executive member Moonlight Pariat to reinstate the eight Dollois who were suspended since October 2016.
The JHADC chief along with the executive committee members had taken the initiative.
The Dorbar, which comprises the Federation of Khasi States, Ki Sirdarship and Ka Dorbar Ki Dolloi, had earlier expressed serious concern at the suspension of the Dollois, the fallout of which was the inability of Elaka Raliang, Elaka Nongbah and Elaka Nongjngi to perform their administrative and monthly and yearly sacred religious duties at different levels.
Only the duly nominated and elected Dolloi can perform these important indigenous religious functions.
The Dorbar recommended that the JHADC urgently take steps to frame Customary and Religious Acts and Rules of the 18 Elaka Dollois and one Sirdarship so as to ensure that such conflict of authority does not occur.
Similarly, in the Khasi Hills Autonomous District Council, legislation has apparently taken a back seat as the majority of Hima /Elakas of the 54 Hima /Elakas till date do not have any Act or Rule. In some cases a number of Hima / Elakas have expressed anguish as the customary laws submitted to the KHADC since many years are gathering dust.
The Dorbar urged the KHADC and the state government to take initiatives to expedite this 70 year old process of codification.
