SHILLONG: The phase III of Greater Shillong Water Supply Scheme (GSWSS) is making slow progress all due to land issue.
Speaking to The Shillong Times, an official of the PHE department said the construction of intermediate pump house falling under the jurisdiction of the Hima Mawphlang needs an NOC from the Hima Mawphlang.
The NOC has not been issued as the Hima Mawphlang made certain conditions to the PHE department and one of them is granting employment to local youth.
With the construction of the intermediate pump-house facing difficulties due to land issues, however, there are attempts to settle the issue.
The official informed that the first stage intake structure is completed but the first stage pump-house is yet to be complete as the PHE did not give the green signal to the contractors, Tantia Construction.
The structural soundness certificate has not been submitted by Tantia constructions.
The PHE did not proceed with the first stage pump-house as they have to be sure that the structure can carry the weight of the pump house.
“The GSWSS project is still continuing but the progress of work is very slow. The deadline has been extended many times,” the official said.
The official said the phase III includes many components which will benefit Nongmynsong, Pynthorumkhrah, Madanriting and bring additional water to areas of Mawlai and Nongthymmai.
The cost of the project is Rs 193.49 crore and sanctioned in the year 2008.
Another problem encountered by the PHE is on land of private individuals who do not want PHE pipes to pass through their land.
Although the PHE does not have sanctions for compensation, the official said the department will renovate and repair the roads after the pipes are laid.
