SHILLONG: The steering committee of the Dorbar Kur has asked the state government to put the two important bills on clan administration and lineage passed by the Khasi Hills Autonomous District Council (KHADC) in the public domain.
The committee met District Council Affairs Minister James Sangma here on Thursday to discuss on the Khasi Hills Autonomous District (Khasi Social Customs of Clan Administration) Bill, 2018, and the controversial KHAD (The Khasi Social Custom of Lineage) (First Amendment), Bill, 2018.
The delegation told the minister that the clans should get the opportunity to deliberate and discuss on the two bills, said Dorbar Kur steering committee chairman Khrawbuit Ryntathiang after the meeting.
“We had told the minister that they have nothing against the two bills. But we are of the view that any bill brought by the council that will affect the clans and the indigenous community should be put in the public domain,” he added.
Ryntathiang maintained that there should not be a rush to approve the bills. The Dorbar Kur delegation had met KHADC chief HS Shylla to request him to give appropriate time to the clans to deliberate on the draft of the clan bill.
“We had met the CEM on November 13 and we got the copy of the clan bill on the following day. But surprisingly we were given time till November 18 to submit our views. We feel that the time given to us was so short,” Ryntathiang said.
Stating that that they are not asking to quash the two bills, he said the only thing they wanted was to allow the clan to deliberate and gives its inputs on the two bills.
The minister told the delegation that the two bills are being examined by the Law and the DCA departments.
