SHILLONG: The state government is yet to adopt any foolproof system to check the repeated sale of the same challans for transportation by unscrupulous elements.
Sources said that there are instances of illegal sale of challans allegedly by those who engage in transportation of coal.
In the past, several fake challans were detected in parts of the state which had affected the revenue generation of the state.
During the last Assembly session, Chief Minister Conrad Sangma had ordered an inquiry into the matter.
Recently, allegations have come to the fore against Shainingstar Khardewsaw, the successful bidder of 16,600 metric tonnes of seized coal lying at Nongdomprut under Mawshynrut Civil Sub Division.
In this connection, as many as 1844 mineral transport challans were distributed to Khardewsaw.
However, there are allegations that the coal merchant is engaged in selling the challans to others taking advantage of the laxity on the part of the authorities in properly verifying the challans.
There are no superintending authorities to ensure check on illegal sake of challans.
Khardewsaw was not available for comments regarding the issue.
There were also allegations that through auction, the coal merchant paid only Rs 1000 for per metric tonne of coal whereas Rs 4,000 per metric tonne of coal is the usual rate.
When contacted, an official said the government was committed to check the illegal practices whenever they are detected.
