UDP’s Teinwell Dkhar to be new KHADC CEM

SHILLONG: The four-time UDP MDC from Shella, Teinwell Dkhar, will be the new chief executive member (CEM) of the Khasi Hills Autonomous District Council (KHADC) for one year.
The decision to elect Dkhar as the CEM was taken after a marathon meeting of the UDP’s newly elected MDCs and party leaders held here on Sunday night.
Earlier on Saturday, there was a reciprocal approach and NPP was entrusted to lead the JHADC while it was left to the UDP to decide on the CEM post in KHADC.
The UDP secured six seats while its ally partner NPP won seven seats in the KHADC polls.
UDP president Donkupar Roy, after the meeting, told reporters that Dkhar will be the CEM for one year after which other leaders will share the post.
When asked whether there is any tussle which is forcing the party to elect CEM only for a year, Roy denied any such thing by saying other senior leaders should also get a chance to share the activities and executive works of the district council.
It was learnt that the other top contenders for the post of CEM were the newly elected Jaiaw MDC Paul Lyngdoh and Sohra MDC TW Chyne.
On the other hand, Lyngdoh supported the idea and said there was no question of being unhappy with Dkhar being elected as the CEM.
He also said other senior leaders would get a chance to share the activities and executive works of the district council in due course of time.
Roy informed that five posts in the KHADC executive committee would be given to the Regional Democratic Alliance comprising UDP and HSPDP.
While UDP will get four posts of Executive Members, HSPDP with two seats will get the post of one executive member.
Roy said there is an agreement with NPP that the CEM post will go to UDP while the posts of chairman and deputy CEM will go to NPP.
The post of deputy chairman will go to any member of the Regional Democratic Alliance.
Roy expressed confidence that the new EC would complete its full tenure in the KHADC though there is no provision of anti-defection law in the district councils.
Senior NPP leader Prestone Tynsong also met Roy at the latter’s residence to discuss the formation of the EC in the KHADC and the details of the full EC will be discussed in another meeting on Monday.
Sources said both the alliance partners are keen to see that the oath taking ceremony takes place on March 6 and the House is in order by March 8.
