KHADC, Hima concerned over influx in Shahlang

SHILLONG: The Executive Member (EM) in- charge of Khasi Hills Autonomous District Council (KHADC), Jambor War, held a meeting of the Syiem of Hima Nongstoin and his Myntris to discuss on influx, no-plastic zone and the Shahlang market.
Addressing the press after the meeting, War said complaints were received on September 17 by the KHADC from Hynniewtrep Youth Council (HYC), Hynniewtrep A’chik National Movement (HANM) and Western Youth Front (WYF) on the inflow of outsiders in Shahlang village and market, West Khasi Hills.
“The outsiders are labourers and traders in Shahlang. The Hima representatives also admitted on the presence of outsiders in the market. They informed that the outsiders have been there in Shahlang for a very long time,” he said.
Referring to the rules in Hima Nongstoin, Administration of Nongstoin Syiemship Rule, 2006, he said that an outsider cannot reside nor work under Hima Nongstoin.
“We have entrusted the Hima to identify these outsiders. The outsiders should either obtain a police verification from their respective states or get an NRC from Assam since some of them claim to be from Assam. If they are labourers in Shahlang, then they should obtain labour license from the District Council,” he said.
War further said that outsiders, who are trading in Shahlang, should get a trading license from the KHADC, adding that the task to identify the traders is entrusted to the Hima.
Interestingly, he informed that no prior permission was taken from the KHADC for the setting up of Iew Shahlang but the market has been functioning for many decades.
“We have informed the Hima representatives regarding the need to get NOC from Shahlang village and the Hima and then approach the District Council,” War said.
The third agenda was on issuing the notification of No Plastic Zone of the KHADC as he said that the Hima Nongstoin is preparing a notification to be issued to all market committees falling under the jurisdiction of the Hima.
