Guidelines ahead of KHADC bypoll

SHILLONG: The district council department has issued adherence to Model Code of Conduct (MCC) ahead of the by-election to Langrin district council constituency.
The MCC will take effect from February 17.
Instructions have been put in place which should be strictly adhered to by all contesting candidates and political parties, a statement issued by the Deputy Secretary to the District Council Affairs Department, said.
“The Deputy Commissioner and Returning Officer shall regulate the number of vehicles allowed to be utilised by contesting candidates and permission for use of loud speakers/PA system etc by keeping in mind the spirit of the Election Commissioner of India’s Model Code of Conduct,” the statement said.
The order stated that no fresh release of funds under the MLA’s and MP’s Local Area Development Fund (whether Central or State scheme) shall be made by any department till the completion of the election process.
No work, for which the work orders had been issued but the work has actually not started in the field before the issue of the notification for calling the constituencies to elect their representatives should be started.
Such works can be started after the completion of the election process. However, if the work has actually started, this can continue.
“Ceremonies for laying of foundation stones and announcement of any new schemes funded under the State Plan in respect of the areas falling under Langrin District Council Constituency should be kept on hold till the election process is over. Announcement of any new schemes to be implemented by the KHADC or award of any contract, settlement of any agreement with any parties should be kept on hold till the completion of the election process.”
The notice also stated that the instructions should be applicable only in the areas falling in Langrin district council constituency going for bypoll and not in the entire district in which the constituency is situated.
Further, use of official government vehicles/official vehicles allotted to CEMs/EMs/Chairman of the KHADC by contesting candidates is strictly prohibited during the period after the announcement of the election till the election process is over.
It has also been decided that cash in excess of Rs. 50,000 to be carried by contesting candidate or their supporters will be confiscated.
