GUWAHATI: The Joint Action Committee of Recognised Unions (JACRU), Nagaon and Cachar Paper Mills, Assam has expressed optimism in the wake of the liquidator submitting a written reply in Delhi High Court confirming that the revival of the HPC paper mills in Assam as “going concern” (running units) would commence by the next few weeks.
The revival of the mills would take place in accordance with orders of the National Company Law Appellate Tribunal (on May 29, 2019) and National Company Law Tribunal (on February 18, 2020).
The case of the Cachar Paper Project Workers Union (INTUC) versus Union of India came up for hearing in Delhi High Court on Tuesday.
“Since the process for revival of the industries will resume and the notification would be announced for expression of interest under section 230 and 232 of the Company’s Act 2013, the question of vacation of quarters does not arise in our view,” JACRU (Assam) president, Manobendra Chakraborty told The Shillong Times on Tuesday.
Chakraborty expressed relief that the assets of the HPC mills which the liquidator had attempted to liquidate on piecemeal basis would not happen now and that the actual process to revive the industries would commence according to law.
“The order to vacate the quarters forcefully and termination of employment of all workers and employees was in contravention of the NCLAT order of May 29, 2019,” he said.
“Now with the move to revive the mills we are hopeful that the government will discharge its responsibilities to save the industries and the employment of two lakh youths. The people of Assam are eagerly waiting to judge how the government now acts to meet its commitment,” Chakraborty said.
