Activist accuses headman of ostracism threat

SHILLONG: An RTI activist, Aitilang Kurbah, has alleged that headman of Mawngap Rim village, Ratify Kharbudon, threatened to ostracise her and her family from the village, during a social audit meeting of NREGS recently.
Kurbah had filed an RTI which revealed misappropriation and misuse of NREGS under Mawngap Rim VEC.
According to her, Kharbudon did not take it too well after she filed the RTI on the misuse of funds and threatened to ostracise her in full public view.
In this connection, Kurbah filed an FIR against misappropriation and misuse of various rural schemes by the chairman of VEC, Janstar Synrem and secretary Kharbudon.
She said that the two traditional heads are government employees; Synrem is a Gram Sevak under Mawphlang C&RD Block and Kharbudon is a Tracer in the office of the Executive Engineer, PHE, GSWS Division No II at Mawphlang.
Kurbah said that the NREG scheme of the year 2018-19, for the construction of CC road from PWD road to Law Adong Kseh Mawngap, cost Rs 9,04,710.
She said that the year of sanction was 2018 while showing a picture of the road where only a section was constructed leaving the rest a kaccha road.
She also said that the Utilisation Certificate was issued despite the incomplete work.
She said that there has also been misuse and misappropriation of public funds concerning Swachh Bharat Mission scheme amounting to Rs 12, 00, 000. This scheme relates to construction of soak pit, community storage, drainage, community compost, purchase of handcart and other accessories.
She also alleged misuse and misappropriation of Khasi Hills Autonomous District Council (KHADC) scheme amounting to Rs 1, 00,000 meant for construction of footpath under Mawngap Rim, East Khasi Hills, where she said Kharbudon withdrew the money without doing any work.
Kutbah has threatened to approach the High Court of Meghalaya and to petition the Lokyukta in this regard.
