Land Bill referred to expert panel, says Chyne

SHILLONG, Feb 25: KHADC Chief Executive Member (CEM), Titos Chyne, on Thursday informed that the Khasi Hills Autonomous District (Regulation and Administration of Land) Bill, 2020, which was passed by the House and sent to Governor for assent, has been referred to the Expert Committee constituted by the state government on August 11, 2020.
Tabling the report in the budget session of the Council, Chyne informed that the term of reference of the committee has been sent to the Governor for his assent.
He added that before processing any other bill currently lying with the government for disposal, the committee should complete the process of examination of the Khasi Hills Autonomous District (Regulation and Administration of Land) Bill, 2020.  Informing that the committee made several suggestions for incorporation in the Bill, Chyne said that District Council Affairs department had last year requested the Council to rectify the Bill as recommended by the expert committee and the corrected bill, when passed, may be submitted to the department for obtaining Governor’s assent.
The KHADC CEM further stated that the Executive Committee will decide on submitting the Bill afresh.
Go-ahead for road expansion
Meanwhile, Chyne, while replying to a question raised by Mawkhar-Pynthorumkhrah MDC Pynshngain N Syiem during the Question Hour, informed that the Council had given the NOC for the construction of Shillong-Dawki Road project in May 11, 2015.
Replying to the supplementary raised by Mylliem MD Ronnie V Lyngdoh, Chyne informed that none of the landowners, so far, have complained against the land acquisition for the road project.
“We are ready to take up the matter with the state government if there is any complaint from any landowners,” he said.
On the status of the road project, the KHADC CEM informed that the National Highways & Infrastructure Development Corporation Ltd (NHIDCL) has already allotted the work order for the road project.
ILP resolution
Chyne further went on to inform that the resolution on ILP adopted by the KHADC has already been submitted to the state government.
Replying to a question raised by Mawphlang MDC Lamphrang Blah, Chyne said that the KHADC will seek appointment with Union Home Minister, Amit Shah, during his Shillong visit scheduled for March.
Clarifying that ILP and Sixth Schedule are two different subjects, Chyne said that there should not be any misconception.
