SHILLONG, Sept 28: By-election to three Assembly constituencies in Meghalaya – 13 Mawryngkneng, 24 Mawphlang and 47 Rajabala – will be held on October 30 next and counting will be conducted on November 2 next, according to the notification issued by the Election Commission of India (ECI).
