Candidates challenge conduct of APSC exam, move HC

Guwahati, Feb 9: A writ petition has been filed before the Gauhati High Court by a group of candidates, challenging the conduct of the Assam Public Service Commission Competitive (Main) Examination, 2020 scheduled from February 21, 2022.

The plea has been moved by 11 candidates who have alleged that the Assam Public Service Commission has violated Section-II (C) (7) of the Assam Public Services Combined Competitive Examination (Amendment) Rules, 2019 in notifying the examination dates and issuance of e-admission certificates on February 14.

The rules provide that the e-admission certificate has to be issued three weeks before the commencement of the examination.

“The same is not being complied with and instead, it is being issued merely seven days before the conduct of Combined Competitive (Main) Examination 2020 which is very unfair and that too, the fact being that a new question pattern has been introduced,” the petition stated.

Apart from complaining about the APSC’s decision to conduct exams consecutively on February 21, 22, and 23, the candidates also raised questions on conducting the exams on the same date as the exams under UPSC.

Besides, the plea also stated that since the examination was being conducted at a time of surge in COVID-19 cases, “a proper opportunity should be given to the infected candidates having mild symptoms or no symptoms at all (asymptomatic) and are otherwise capable of writing the examination but no notification has been issued in this regard.”

Additionally, the plea also challenged the conduct of the exam on the ground that the Assam Public Service Commission has not issued the select list and the reject list of candidates for the examination.

Besides, the plea seeking intervention of the High Court, said that the commission has not disclosed the word limit and page limit for the essay paper, and has not disclosed the pattern of the optional paper II.
