Stormy KHADC session on cards

SHILLONG, July 5: The three-day session of the Khasi Hills Autonomous District Council (KHADC), beginning Wednesday, is set to be a stormy affair with the opposition Congress planning to rake up the memorandum of understanding signed between the chief ministers of Meghalaya and Assam for resolution of the dispute on six areas.
PN Syiem, who is the leader of opposition in KHADC, said they will bring a resolution to urge the state government to rescind the MoU that was signed without the participation of the council.
He said the Congress will also raise the history of the Ri-Khasi before the Sixth Schedule came into existence and the role of the Federation of Khasi States. He said that the opposition will also raise other compelling issues like the ban on stone and sand quarrying, illegal coke plants and check gates set up by the KHADC in the border areas.
KHADC Chief Executive Member Titosstarwell Chyne said that the executive committee will re-introduce the much-anticipated Khasi Hills Autonomous District Council (Khasi Social Custom of Clan Administration) Bill, 2020 on Wednesday.
He said that the EC will also table the amendment to the Administration of Mylliem Syiemship Rule, 2022 to authorise the Syiem of Mylliem to appoint acting Syiem Raid, acting Sordar and acting Rangbah Shnong within the jurisdiction of the Hima Mylliem.
Chyne said the EC has approved the proposal of the Hima Mylliem to bring an amendment to Mylliem Syiemship Rule, 2022, adding that the same will be tabled in the session.
He said the council will table four more Bills proposed by the Elaka department which include Nongsohphoh Syiemship, Nongstoin Nongkhlaw Syiemship Bill, Mawiang Syiemship and amendment to the KHADC (Nomination and Election of the Syiem, Deputy Syiem and Electors of Nongstoin Syiemship) Act, 2003.
