Opp push for system to thwart illegal collection

SHILLONG, Sep 25: Leader of Opposition in the KHADC, Titosstarwell Chyne on Monday said that the Council needs to devise a strong mechanism to ensure that the toll gates operated by the KHADC do not indulge in any illegal collection.
“We understand that we need to have the toll gates since it helps in generating revenue for the Council. But there should be a limitation in setting up of these toll gates. We need to have control by monitoring the operation of these toll gates,” Chyne said while speaking to reporters.
He also mentioned that the Council, in the past, was pulled by both the District Council Affairs (DCA) department as well as the police since they do not have the authority to set up toll gates along the National Highway or PWD roads.
According to him, the Council also needs to ensure that these toll gates which are set up adhere to the provisions laid down.
The UDP MLA from Mawthadraishan, Jambor War, on the the hand, said that during the previous, a working plan for setting up of toll gates by the Council and the Himas was prepared.
“But the present EC did not follow up on what was done by the previous EC to streamline the setting up of toll gates. We could have issued a notification so that the toll gates set up will be legal,” War, who was the Chairman of the Council committee which devised the working plan, said.
He, however, appreciated the statement of Chief Executive Member (CEM), Pyniaid Sing Syiem, who said that it is not the local MDCs who decide on setting up of the toll gates.
“In fact, I was one of the MDCs who were blamed to have a toll gates. But the reality is that there are no toll gates in Mawthadraishan,” he added.
