Army officer bitten by GOA SP’s dog

Shillong, Jan 17: In a bizarre incident in Goa, an Army officer Lt Col Jesus Furtado out on his morning walk bumped into an SP police who was walking with his unleashed dogs, as if he was the lord of the roads. The SP Bossuet Silva’s dogs attacked the army officer causing severe grade three dog bites. However, no FIR was registered and the victim ran from pillar to post seeking justice even approaching the State’s Chief Minister who ordered an inquiry in to the matter. The victim gave 47 pages of evidence in the inquiry to an IPS officer. The inquiry however was not completed even after directions of the State Chief Secretary. Lt Col Furtado, who was based in Meghalaya, claimed that three earlier police inquiries declared the accused SP innocent and blamed the victim’s nervousness which instigated the dogs.
As the investigation appeared colourable, the Army officer approached the Goa Human Rights Commission, where the case will come up on 29 January.
