SHILLONG, March 13: The Opposition UDP has pointed out that there has been a lack of serious efforts on the part of Khasi Hills Autonomous District Counci (KHADC) to codify the laws of the Himas.
While moving a motion on the issue on the final day of the Budget session of the KHADC, UDP MDC from Mawthadraishan Jambor War, while informing that there are a total of 54 Himas under the jurisdiction of the Council, accentuated the need to codify the Acts of the Hima as they vary from one Hima to another.
Stressing the preservation of the cultures and traditions of the respective Hima(s), he said that out of the 54 Himas, the laws of 34 Himas are yet to be codified.
Informing that the laws of only 20 Himas have been codified to date, War said he is concerned over the fact that many bills, which have been passed by the Council, are either pending with the District Council Affairs (DCA) department or have been returned to the Council.
“My only request to the EC is to ensure that the pending bills of the Himas get the assent of the Governor,” he said.
War also informed that during the previous UDP-led Executive Committee, a total of five bills out of 13 were assented by the Governor.
Taking part in the discussion on the motion, Leader of Opposition Titostarwell Chyne suggested the constitution of a committee to study the bills that have been passed in the Council but are awaiting the assent of the Governor.
In his reply, Deputy CEM Pynshngain N. Syiem said that the EC is equally concerned with regard to the pendency, and assured that they will follow up on the matter with the DCA department.
