SHILLONG, Jan 9: The Khasi Hills Autonomous District Council (KHADC) will soon sign a memorandum of understanding (MoU) with a state government-empanelled agency toward improving the style of functioning of the Council and help put in place a proper recruitment policy.
KHADC Chief Executive Member, Pyniad Sing Syiem, told reporters on Thursday that the MoU would be signed with the Centre for Research in Schemes and Policies (CRISP) to suggest how to improve the functioning of the KHADC.
He said the framing of a recruitment policy will be one of the agenda in the MoU.
“We need to adapt to the changes in the modern world. We cannot continue to run our administration manually. We need to gear up to utilise the new development in the field of Information Technology if we are to grow and progress as an institution,” Syiem said.
Stating that the present system of recruitment is as old as the council’s age, Syiem said it would not be right on his part to question this system.
He, however, said there is a need to revamp the system to ensure a fair and transparent recruitment process.
Syiem said there are possibilities that the agency might suggest an independent body like the District Selection Committee (DSC) responsible for conducting the examinations and interviews to fill up the vacant posts in the council.
“We will accept the best suggestion given by the agency to put in a transparent system in the recruitment process, which will leave no room for any favouritism,” he said.
Earlier, KSU president Lambokstarwell Marngar lamented the lack of transparency in recruitment in the ADCs since its inception.
“We have not seen the ADCs advertising for the vacant posts. We have not heard of any interviews being conducted by the council to fill up the vacant posts,” he said.
The KSU president said they expect the MDCs to be elected after the upcoming polls to the KHADC and JHADC to take steps to ensure transparency in the functioning of the council, especially in the recruitment process.
He said the MDCs for the next term of the two councils should not focus on finding ways and means to set up toll gates for illegal collection.
“We expect them to perform their duties as mandated,” he added.
