SHILLONG, July 16: Advocate and HYC education secretary, Enlang Sawian, has filed a complaint with the National Commission for Scheduled Tribes (NCST), demanding immediate legal action against astrologer Sushil Guru and YouTuber Raghav Sharma for publishing a video that allegedly defames and vilifies the tribal communities of Meghalaya.
In his formal complaint, submitted on Wednesday through the NCST’s regional office in Shillong, Sawian urged the Commission to take suo motu cognisance of the matter and initiate an inquiry under Article 338A of the Constitution.
He has also called for the removal of the offending video, penal action under the Bharatiya Nyaya Sanhita and the SC/ST (Prevention of Atrocities) Act, and a public apology from the accused parties.
The complaint refers to a video uploaded on June 13, 2025, on the YouTube channel ‘@Supertalks’, operated by Raghav Sharma, in which astrologer Sushil Guru allegedly claims that “Meghalaya tribals still practice human sacrifice and cannibalism.” Sawian described the content as “defamatory, communal, and inflammatory,” stating that it spreads hate speech and tarnishes the dignity and cultural identity of the Scheduled Tribes of the state.
“The content is not merely inaccurate and unverified, but deliberately crafted with mala fide intent to incite prejudice, demonization, and contempt toward the indigenous Scheduled Tribe populations of Meghalaya,” the complaint reads.
Sawian cited Sections 196, 352, and 356 of the Bharatiya Nyaya Sanhita, 2023, and Section 3(1)(u) of the SC/ST (Prevention of Atrocities) Act, among others. He also invoked constitutional protections under Articles 21, 19(2), and 338A, arguing that the content threatens communal harmony and grossly misrepresents tribal customs.
The video, which remains publicly available, has also been circulated via digital platforms such as Hub News and various social media channels, further amplifying its harmful impact.
In addition to demanding the removal of the video and prosecution of the parties involved, the complaint also seeks compensation for the affected tribal community and the establishment of institutional safeguards to prevent future digital hate campaigns.
