SHILLONG, July 22: The state government has informed the High Court of Meghalaya that a committee has been constituted in every district except two in the state to take action for preventing and controlling the menace caused by stray dogs.
During the hearing of a Public Interest Litigation (PIL), Additional Advocate General Yangi, appearing for the state, submitted before the Court that committees under Rule 4 of the Animal Birth Control (Dogs) Rules, 2001—framed under Section 38(1) of the Prevention of Cruelty to Animals Act, 1960—have been set up in all districts except two, namely South Garo Hills and West Jaintia Hills. These committees are tasked with taking measures to capture, treat, vaccinate, sterilise, and rehabilitate stray dogs in designated dog centres.
A report in the form of an affidavit was filed before the Court. The Division Bench, comprising Chief Justice IP Mukerji and Justice W Diengdoh, directed that the matter be listed again on August 6 to receive a further action-taken report, including updates on the constitution of committees for the remaining two districts.
