SHILLONG, Aug 24: Leader of Opposition Mukul M. Sangma has called upon the state government to immediately implement the Tripartite Text Settlement Agreement, which was signed between the Centre, the State, and the disbanded ANVC groups.
Sangma argued that the Meghalaya government has failed to act, diluting years of work that led to the surrender of arms and the strengthening of autonomous district councils (ADCs).
He stated that since 2018, the state government has repeatedly delayed the process, either by design or default.
Sangma said a critical component of the agreement was the setting up of a State Finance Commission to examine and recommend resources necessary for the ADCs to discharge their responsibilities. Although the commission was constituted in 2012, his government had held back its enactment because they were negotiating the terms of the settlement agreement.
He pointed out that the responsibility for pursuing the agreement should also lie with the ADCs themselves, including the KHADC, JHADC, their executive committees, and political parties involved.
