SHILLONG, Sep 26: The Meghalaya government will appoint a nodal officer to ensure full compliance of the Agreed Text of Settlement reached with the ANVC and the ANVC-B.
The decision was announced after the government’s meeting with the members of the two groups.
Deputy Chief Minister Prestone Tynsong, who is also the Home Minister, told reporters the Agreed Text of Settlement was discussed, clause by clause, during the meeting. He claimed that 50-60 percent of the agreement has been already implemented.
“The agreement has been mostly executed. There are some points which are yet to be implemented,” he said.
No resolution could be achieved on a few subjects as the state government cannot take a decision until the Constitution (125th Amendment) Bill is passed by the Parliament.
It was learnt that the 125th Amendment Bill was referred to the Parliamentary Standing Committee and it submitted its recommendations to the Ministry of Home Affairs.
During the meeting, issues like development of roads, preservation of forests and construction of auditoriums and libraries were discussed in detail.
Tynsong said the leaders of the ANVC and the ANVC-B are not satisfied on a few areas and as such, the government will closely monitor the implementation of some subjects and ensure that the agreement is fully complied with by the state government.
The dedicated nodal officer will coordinate with the members of the ANVC and ANVC-B and different departments and the Garo Hills Autonomous District Council in this regard.Disclosing that the government has already cleared the entitlements for the surrendered cadres, Tynsong said there are around 100 to 120 serious and heinous cases against them and out of which, some 60 have been cleared by the courts.
He said 95 per cent of the agreement is development-oriented, adding that once it is implemented, there will be no concerns on law and order in Garo Hills. The ANVC and the ANVC-B together have around 500 members.
The meeting was also attended by Chief Secretary DP Wahlang, Director General of Police Idashisha Nongrang and other senior government officials.
