SHILLONG, Sep 29: The Voice of the People Party’s Nongthymmai MDC, Winston Tony Lyngdoh is all set to be elected unopposed as the Chief Executive Member (CEM) of the Khasi Hills Autonomous District Council (KHADC) during the special session of the council on Tuesday.
Lyngdoh’s election as the CEM has become a certainty following the decision of the opposition alliance — Synrop Liang Iatei (Constructive Alliance) — not to field a candidate for the CEM post.
All VPP MDCs, including KHADC Chairman Strong Pillar Kharjana, accompanied Lyngdoh as he filed his nomination before the Secretary of the Legislative Wing, Balentine Sohtun, on Monday.
Two sets of nomination papers were filed by Lyngdoh. The first nomination paper was proposed by Mawlai MDC Eddieson Kharumnuid and seconded by Mylliem MDC Aibandaplin F Lyngdoh Nonglait. The second was proposed by Mawphlang-Diengiei MDC Lancaster Marbaniang and seconded by Jaiaw MDC Denzil R Chen.
“After scrutiny, the nominations were found in order and accepted. Since there is no other contestant, Lyngdoh will be elected uncontested,” the KHADC Legislative Wing Secretary told reporters.
The chairman will announce Lyngdoh’s election in the House, followed by a formal felicitation by the members. The Legislative Wing, through the Chairman, will also formally communicate Lyngdoh’s election as CEM to Governor CH Vijayashankar through the DCA department for approval.
Earlier, Leader of Opposition Titosstarwell Chyne had announced the decision to opt out of the CEM elections, stating that they wanted to play the role of a constructive opposition without disrupting the internal arrangement of the VPP.
The VPP, being in the majority, has the mandate to elect a CEM to lead the Executive Committee (EC), Chyne told reporters.
He further said that the CEM’s election was not a normal election, noting that the post fell vacant following the resignation of Shemborlang Rynjah owing to health reasons.
“It is not due to political instability or any shift in allegiance of the MDCs from one party to another,” Chyne said, adding that the CEM’s election was merely “passing of baton” among the VPP MDCs.
He, however, stated that the election of the new CEM could not have been resolved internally within the party (VPP).
