SHILLONG, Oct 9: Chief Executive Member (CEM) of the Khasi Hills Autonomous District Council (KHADC), Winston Tony Lyngdoh, on Thursday allocated portfolios to the Executive Members (EMs) of the new Executive Committee (EC) formed under the Voice of the People Party (VPP), while retaining for himself the portfolios of General Administration, Appointment, Posting & Transfer, Establishment, Trade, Enforcement, Revenue Collection, Arts & Culture, the Khasi Traditional Medicine Commission (KTMC), and any other matters not allotted to any other member.
Mawthadraishan-Pariong MDC, Powel Sohkhlet, will be in charge of Land, Development, and Information & Technology.
Mawkynrew MDC, Seiborlang Warbah, has been assigned the portfolios of Finance, Taxation, and Forests.
Laitumkhrah-Malki MDC, Deity H. Majaw, will handle Law & Legal Matters, including the implementation of the Khasi Social Custom of Lineage Act and Rules, Constitution of Courts, Marriage & Divorce, and Town Committees.
Mylliem MDC, Aibandaplin F. Lyngdoh, will oversee Health & Sanitation, Solid Waste Management, and Education.
Mawkyrwat MDC, Pynkhrawboklin Kharjahrin, has been given charge of Council Buildings & Assets and Building Bye-laws.
Umroi MDC, Iynsei Hinge, will handle Water Resources and Fisheries.
Meanwhile, newly inducted EM, Denzil Raynard Chen, will be in charge of Elaka Administration and Markets.
According to the notification, notwithstanding the above allocations, matters relating to the appointment, transfer, and posting of officers and staff in all departments shall rest with the Chief Executive Member.
“Furthermore, necessary consultation with the Chief Executive Member or the Executive Committee should be made in all complicated and important matters, in keeping with the principle of collective responsibility of the Executive Committee as enjoined under Rule 31(1) of the aforementioned Rules,” the CEM stated in the notification.
