Rilbong-Upper Shillong road project shows mixed progress

SHILLONG, Jan 3: The Umshyrpi to Baniun (Rilbong to Upper Shillong) four-lane road project continues to show mixed progress on the ground, with some sections still under construction.
The project forms Package 1 of the Shillong-Dawki Road and covers a total length of 11.6 km. Unlike the remaining portions of the highway towards Dawki, which are planned as a two-lane road with paved shoulders, this stretch is being developed as a full four-lane expressway, aimed at easing congestion in Upper Shillong.
Deputy Chief Minister in charge of PWD (Roads) Prestone Tynsong had earlier set an end-December 2025 deadline for the completion of the project, underscoring its importance for daily commuters and long-distance traffic.
The Sawmer (4th Mile) to Baniun segment is close to completion, with finishing works underway. Construction teams were seen installing solar-powered streetlights, signalling that the stretch is nearing operational readiness.
In contrast, the Umshyrpi to 4th Mile section remains the most challenging segment. Extensive earthworks, site clearing and levelling are still in progress, with heavy machinery deployed across the corridor. For commuters and nearby residents, the completion of this portion appears some distance away.
Local residents and shopkeepers along the unfinished stretch continue to bear the brunt of construction activity, particularly due to dust generated during the dry winter months. Vendors in the area have said dust frequently settles on goods and surroundings, affecting daily business. Although water sprinkling is carried out intermittently to control dust, residents say conditions remain difficult.
Despite the inconvenience, many locals have accepted the temporary hardship, viewing it as a necessary phase toward long-term relief from traffic congestion. They hope that the remaining work will be completed soon.
It may be recalled that the NHIDCL had reently suggested that the delay in the four-lane road project was due to issues with the GSWSS pipelines.
The PHE Department strongly refuted claims that the delay in completing the Rilbong-Upper Shillong four-lane road was due to its inaction and stated that it was unjust to single out the PHED for delays that stem from NHIDCL’s inability to meet the December 2025 deadline.
