SHILLONG, Feb 25: NPP MLA Santa Mary Shylla on Tuesday urged the government to fast-track scientific coal mining and establish a legal framework for traditional mining practices to balance livelihood security with safety.
Participating in the Budget discussion, the Sutnga-Saipung legislator said small-scale mining had sustained thousands of households for decades. She noted that since the 2014 ban, many families have been pushed into unemployment, migration, and economic distress.
While acknowledging the importance of environmental safeguards, Shylla warned that the lack of a viable livelihood transition plan has worsened conditions on the ground. “We must protect life without destroying livelihood,” she said.
The MLA noted that although three scientific mining proposals have already been approved, the government must expedite their implementation. She suggested that the state frame a specific law for traditional mining in consultation with the Union Ministry of Mines to ensure safety and legality while addressing economic concerns.
Shylla also called for structured support, including skill development packages for families affected by the mining ban, adding that economic rehabilitation must accompany regulatory reforms.
While welcoming the Budget, she reiterated that restoring economic stability in mining-dependent areas should remain a key priority for the government.
