SHILLONG, Feb 25: Highlighting the growing stray dog population in urban areas, Nongthymmai MLA and TMC state president Charles Pyngrope on Wednesday urged the government to operationalise animal shelters in every district as mandated by the State Animal Welfare framework.
Speaking during the Budget discussion, Pyngrope said stray dogs have become a major concern in Shillong and other urban centers, with residents often fearing packs of dogs during morning walks. He clarified that while the animals are not at fault, the lack of structured intervention has created a public safety issue.
He noted that under the State Animal Welfare Board mandate, every district is required to have a designated shelter for rescued and stray animals. However, he pointed out that the Veterinary Department has yet to provide functional shelters in any district.
Calling it both a constitutional and administrative obligation, Pyngrope said proper shelters are essential for public safety and the humane treatment of animals. “We all have pets and care for them,” he said, adding that rescued animals must have a safe place to be housed.
He urged the government to strengthen institutional mechanisms and ensure coordinated action, stating that unmanaged stray populations pose both safety and ethical challenges in rapidly urbanising towns.
