Assam polls: UPPL releases manifesto; vows inclusive development in BTR

GUWAHATI, April 2: Regional party, United People’s Party Liberal (UPPL), on Thursday unveiled its manifesto for the upcoming Assam Assembly elections, outlining key promises focused on inclusive development, peace and socio-economic uplift of marginalised communities in Bodoland Territorial Region (BTR).

The manifesto was formally released by party president Pramod Boro at the party’s central office in Kokrajhar in the presence of MP Urkhao Gwra Brahma and other party leaders.

Addressing party workers and supporters, Boro termed the document a “people’s manifesto,” prepared through extensive consultations with stakeholders and reflecting the aspirations of diverse communities across the region.

Expressing confidence of a strong electoral performance, Boro said the party is optimistic about securing a resounding victory and playing a key role in forming a “pro-marginalised, people-centric government” in Assam.

“In our manifesto, we have pledged to work for providing equal rights for all 26 deprived communities of BTR. Simultaneously, we will focus on the unemployment problem and look to empower our youths through employment avenues in agriculture and allied sectors,” the UPPL chief said.

Notably, UPPL has chosen to opt out of the NDA and contest the elections on its own strength.

A key focus of the manifesto is sustaining peace and harmony among communities through dialogue, inclusive governance and the formation of subdivision-level peace committees.

The party also pledged to expedite full implementation of the BTR Peace Accord, 2020, and push for constitutional and institutional strengthening, including the creation of 60 MCLA constituencies and direct central funding to the BTR government.

On land and community rights, UPPL promised distribution of land patta to eligible landless families and resolution of all pending land issues.

The party also pledged to promote Rabha, Koch-Rajbongshi and Santali languages as mediums of instruction in schools, along with support for all religious institutions and leaders across communities in BTR.

In the education and healthcare sectors, the manifesto plans to take up initiatives such as granting scholarships, establishing institutions like a central university in Baksa and NIT in Udalguri, and strengthening healthcare through ambulance services, cancer care support and adequate staffing in hospitals.

The party also promised to take up youth empowerment initiatives such as skill training centres, fellowship programmes and employment-linked training.

“BTR wants peace and only UPPL can deliver progress. With our mission of building a peaceful, united and harmonious BTR in mind, we launched our manifesto for the 16th Assam Assembly Elections 2026 this morning,” Boro later took to social media to state.

“UPPL is a party devoted to peace, integrity and progress, and our manifesto reflects the aspirations of every community and every section of society in BTR. I’m confident that the people will bless us with a historic mandate to fulfil every promise,” he said.
