SHILLONG, April 14: The Meghalaya State Pollution Control Board (MSPCB) on Tuesday issued a corrigendum, partially modifying the Consent to Establish granted to M/s Umiam Hotels Pvt. Ltd. for the development of a proposed luxury resort and spa project in Ri-Bhoi district.
The project spans a total area of 66 acres, comprising 30 acres at Mainland Umiam and 36 acres at Lumpongdeng Island. The corrigendum, issued in reference to the earlier approval dated March 17, introduces key restrictions concerning development activities on Lumpongdeng Island.
According to MSPCB Member Secretary, GH Chyrmang, the revised conditions clearly prohibit any form of permanent construction on the island portion of the project.
A new sub-condition, previously missing, has been inserted under the general conditions, stating that no permanent structures of any kind shall be permitted on the 36-acre Lumpongdeng Island site.
The directive further mandates strict adherence to the concession agreement signed between the Directorate of Tourism and the project proponent on February 25, 2026. The corrigendum also specifies that any violation of this condition would lead to immediate revocation of the Consent to Establish.
Additionally, modifications have been made to existing provisions under sub-condition No. 5, clarifying that both the number of structures and built-up area for Lumpongdeng Island shall remain at zero, effectively reinforcing the no-permanent construction clause.
“All other terms and conditions of the original Consent to Establish remain unchanged, except where they are inconsistent with these modifications,” Chyrmang stated.
