SHILLONG, April 23: The Directorate of Civil Defence and Home Guards, Meghalaya, has appealed to the public and futsal ground operators to cooperate during the statewide mock exercise, “ARMEX-I 2026,” scheduled for Friday.
The exercise, part of a Union Ministry of Home Affairs preparedness programme, aims to test emergency response and coordination during crises such as air raids.
Senior Staff Officer and PRO Paul H. Shylla noted that during last year’s drill, several futsal grounds remained illuminated, undermining the blackout simulation. He emphasised that ground operators have a civic responsibility toward national security and urged voluntary compliance to avoid the need for forced power cuts.
The exercise will be conducted in two stages: Stage I (3 pm to 4 pm): This phase involves simulations of search and rescue operations, fire response, and evacuations. Sirens will sound at 3 pm to start the drill and at 4 pm to mark its conclusion.
Stage II (6:59 pm to 7:02 pm): This stage simulates a complete air raid blackout. A siren will sound at 7 pm, at which point residents are requested to switch off all lights, including inverters, for two minutes. An “all clear” siren will sound at 7:02 pm.
Joint Director of Civil Defence and Home Guards, B. Mukhim, stated that the drill is crucial for strengthening systems to safeguard civilian lives.
The exercise will involve the Air Force, Army, Police, SDRF, Fire and Emergency Services, and various government departments, alongside community institutions like the Dorbar Shnongs.
Officials stated that these drills will be conducted twice a year to maintain public awareness and operational preparedness.
