Resident writes to PM against SGH DC over DSC irregularities, huge anomalies come to surface

Baghmara, May 18: A resident of South Garo Hills, Jhonprizebirth Sangma has written to Prime Minister, Narendra Modi alleging gross violation of DSC rules as well as arbitrary appointment of job aspirants affiliated to a particular political party by the deputy commissioner of the district, Sumit Singh, despite these candidates not passing the interview.

In his letter, Sangma stated that he too was amongst the aspiring candidates and was a victim of injustice discrimination, partiality, nepotism and illegality by the chairman of the DSC (which is also the DC), during the selection process.

The complaint referred to 13 LDA posts, 9 Gram Sevak, 1 Gram sevika, 3 posts for sericulture demonstrator, 5 forest guards, 7 foresters, 7 for gateman, 4 game watcher posts among others that were advertised on Sep 1, 2024.

“Having the requisite qualification, I participated in the typing test on Nov 6. I passed the test as was published then. The minimum qualification was SSLC passed with 30 wpm speed in typing and a certificate in computer application. I had a net speed of 33 wpm,” stated the complainant.

The complaint mentioned a total of 10 candidates who failed the typing test with some getting as low as 13, 15 and 16 words per minute, as was found through an RTI by the complainant. Surprisingly, they were still allowed to be a part of the final interview for some strange reason. What was even more infuriating is that these 10 candidates were later given the jobs as LDAs despite them having failed the first hurdle.

Adding more to the chagrin of those that appeared and were rejected, Sangma referred to the clear violation of DSC rules of 2014 which clearly prohibited any government official (state or central or the Council) from being a part of the process.

“In the instant case two DSC members are currently working as the Government employees (both of whom are government teachers. Making them DSC members is a clear violation of the office memorandum,” he added.

The resident mentioned 3 candidates who failed the typing test but were declared asuccessful candidates and recommended to be appointed to the post of LDA by the Deputy Commissioner-cum-Chairman of DSC and other Member of DSC in unreserved category, despite not being qualified.

“As per the rule, unreserved category is a open category to all including reserved and unreserved and these vacancies are selected on the basis of merit including from reserved category. Those that have scored the highest marks in all aspects including physical test, practical test, written examinations and personal interview should have been selected. Surprisingly those selected were amongst the worst performers,” he added in the complaint.

Categorically breaking apart the skewed selection that took place through the DSC, Sangma pointed to one of the successful candidates (who failed the typing test) being the wife of one of the DSC members.

“The wife of the DSC member appeared for a personal interview Jan 7 ‘26 and was selected and recommended to the appointed to the post of LDA from the unreserved categories. Such conduct of the DSC members is unfair and amounts to nepotism and conflict of interest and is not permissible as per the law,” he added.

Through his complaint Sangma questioned the nature of appointment calling the same irregular, biased, reeked in nepotism and illegality.

“There is a lack of transparency and irregularity in the entire Selection process for appointment to the post of LDA by DSC. The conduct by the DSC of ignoring the basic principles by considering the private respondents who do not qualify in typing speed, selecting the wife of a member and recommending the candidates exceeding the number of vacant posts and allowing government officials as DSC members is grossly wrong,” added Jhon, while asking for the cancellation of illegal appointments and fresh conduct of the process.

“I request strong action against Sumit Kumar Singh, DC of SGH for the gross violation that took place in the selection of candidates through the DSC,” stated Jhon.

A copy of the same complaint has been submitted to the department of personnel for the state of Meghalaya as well.
