HC directs NGH DC to act on Marthon’s complaint

SHILLONG: The Meghalaya High Court has directed North Garo Hills Deputy Commissioner Sibhi Chakravarthy Sadhu to act on the complaint filed by Mendipathar MLA Marthon Sangma in 2014 against former legislator Frankenstein W Momin for issuing utilization certificates even after demitting office.
In a relief to the sitting MLA from Mendipathar, who filed a complaint on June 30, 2014 with regard to the anomalies found in the implementation of Special  Rural  Works Programme (SRWP) 2012-13, the matter will be re-examined by the Deputy Commissioner, North Garo Hills after being directed by the High Court.
The Single Bench of the High Court order states, “After considering the submission advanced by the  counsel for the petitioner, the Deputy Commissioner, North Garo Hills District, Resubelpara, Meghalaya is hereby directed to dispose of the representation dated 30.06.2014 filed by the petitioner within 15 days  from the date of receipt of a certified copy of this judgment and order.”
It may be mentioned that in his complaint to the Deputy Commissioner, Sangma had stated that Block Development Officer, Resubelpara Saljong Marak had fraudulently released the entire second installment of SRWP amounting to Rs 11.75 lakh for the work not done on the basis of the UCs issued by the ex-MLA Frankenstein W Momin which is highly irregular and objectionable as there is no such scope to allow ex-MLAs to issue such certificates.
Sangma also said that the BDO completely ignored and bypassed the standing order of the State Government where it is clearly stated that with regards to pending second installment of the scheme, the concerned BDO himself should issue the necessary UCs which are to be duly countersigned by the Deputy Commissioner after proper verification.
Sangma had personally met Sadhu over the issue, but it was perceived that the Deputy Commissioner was trying to save Saljong Marak and Frankenstein W Momin, ex-MLA, accused by Sangma of forgery.
Even after a lapse of 2 years, Sadhu has neither disposed the complaint of Sangma nor initiated inquiry into the matter.
